Pa DEP Fine

Permit Num: 125-23169
Municipality: Hopewell
County: Washington
Well Name: Lowry 3H
Company: Range Resources
Incident Date: 2/23/2010 to 2/25/2010
Inspection Date: 2/25/2010
Fine Date: 2011-06-28
Fine: $40,975
Group Fine: Yes (4)
Lead Permit: 125-23169 (2)
Violation: Spill; a tear in the liner for a well impoundment allowed about 16,800 gallons of recycled hydraulic fracturing fluid to leak from the impoundment, through an underdrain, and for an unknown portion of the fluid to run into an unnamed tributary to Cross Creek, a high quality watershed.
Response: Company believed the tear occurred in an area where suction lines are typically placed; company excavated pits below the impoundment to stop and collect the fluid leaking from it and they emptied the pit as quickly as possible, transferring the fluid to another impoundment; the company vacuumed up the sludge in the pit, removed impacted soil, and relined the impoundment with a thicker liner, leaving the old one in place as additional protection; the company said it would also modify its designs for underdrains to discharge leaking water into a manhole that could be monitored if it fills up with fluid.
