One Less Engine at Welling Compressor
Station as a Result of Comments

On June 25, 2012, the Clean Air Council and Group Against Smog and Pollution (GASP) submitted comments on Plan Approval 63-00958A submitted by MarkWest which proposed to install five additional compressor engines, one diesel engine and capacity expansion of a dehydrator/reboiler at their Welling Compressor Station in Washington County. After reviewing the facilities calculations for its potential to emit pollution and pointing out various flaws, PA DEP was forced to recalculate. As PA DEP stated in their response to comments:

 

Upon review of all public comments received with the subject application and comparison of this application with that for another MarkWest facility with similar configuration, the Department reevaluated the emissions potential for CO2e at Welling and determined that as proposed, the CO2e emission potenial for Welling would be 100,071 tons per year of CO2e. On July 16, 2012, the Department conveyed this information to MarkWest. In response, MarkWest indicated that one of the proposed Waukesha P9390GSI engines would be removed from its proposal to ensure that Welling remained a minor source. Source: Clean Air Council

AIR QUALITY PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS NEW SOURCES AND MODIFICATIONS

The Department has developed an ‘‘integrated’’ plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the public. This approach allows the owner or operator of a facility to complete and submit permitting documents relevant to its application one time, affords an opportunity for public input and provides for sequential issuance of the necessary permits.

The Department received applications for Plan Approvals or Operating Permits from the following facilities. Copies of these applications, subsequently prepared draft permits, review summaries and other support materials are available for review in the regional office listed before the applications. Persons interested in reviewing the application files should contact the appropriate regional office to schedule appointments.

Persons wishing to receive a copy of a proposed Plan Approval or Operating Permit shall indicate interests to the Department regional office within 30 days of the date of this notice and shall file protests or comments on a proposed Plan Approval or Operating Permit within 30 days of the Department providing a copy of the proposed documents to persons or within 30 days of its publication in the Pennsylvania Bulletin, whichever comes first. Interested persons may also request that hearings be held concerning a proposed Plan Approval or Operating Permit. A comment or protest filed with the Department regional office shall include a concise statement of the objections to the issuance of the Plan Approval or Operating Permit and relevant facts which serve as the basis for the objections. If the Department schedules a hearing, a notice will be published in the Pennsylvania Bulletin at least 30 days prior the date of the hearing.

Persons with a disability who wish to comment and require an auxiliary aid, service or other accommodation to participate should contact the regional office listed before the application. TDD users may contact the Department through the Pennsylvania AT&T Relay Service at (800) 654-5984.

Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the source is constructed and operating in compliance with applicable requirements in 25 Pa. Code Chapters 121—143, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

Intent to Issue Plan Approvals and Intent to Issue or Amend Operating Permits under the Air Pollution Control Act (35 P. S. §§ 4001—4015) and 25 Pa. Code Chapter 127, Subchapter B. These actions may include the administrative amendments of an associated operating permit.

63-00958A: MarkWest Liberty Midstream and Resources, LLC (1515 Arapahoe Street Tower 2, Suite 700, Denver, CO 80202-2126) for installation and temporary operation of the following additional sources and for modifications to the following existing sources to accommodate an increase in maximum natural gas throughput at the MarkWest Welling Compressor Station (‘‘Welling’’), a natural gas compressor station located in Buffalo Township, Washington County.

In accordance with 25 Pa. Code §§ 127.44—127.46 that the Department of Environmental Protection (DEP) intends to issue Air Quality Plan Approval PA-63-00958A to MarkWest Liberty Midstream and Resources, LLC (‘‘MarkWest’’) for installation and temporary operation of the following additional sources and for modifications to the following existing sources to accommodate an increase in maximum natural gas throughput at the MarkWest Welling Compressor Station (‘‘Welling’’), a natural gas compressor station located in Buffalo Township, Washington County: installation of five (5) natural gas-fired compressor engines each rated at 1,980 bhp; installation of one (1) additional 197-bhp diesel engine for emergency power generation; increase the gas throughput capacity of the previously installed TEG dehydrator from 100 MMscfd to 130 MMscfd, and increase the associated dehydrator re-boiler rating from 2.0 MMBtu/hr to 2.5 MMBtu/hr. Additionally, Plan Approval PA-63-00958 as issued on February 24, 2011, which previously authorized installation and temporary operation of four (4) 1,980 bhp natural gas-fired compressor engines, two (2) 1,380 bhp natural gas-fired compressor engines, the above referenced 100 MMscfd dehydrator and 2.0 MMBtu/hr reboiler, one (1) 500 bbl separation tank, three (3) 400 bbl condensate tanks, and one (1) 400 bbl saltwater tank at Welling will be administratively incorporated into Plan Approval PA-63-00958A.

Potential emissions from the facility are estimated to be 58.7 tons of nitrogen oxides (NOx), 49.0 tons of carbon monoxide (CO), 49.2 tons of volatile organic compounds (VOC), 5.97 tons of total particulate matter (PM), 2.86 tons of formaldehyde (HCHO), 7.58 tons of hazardous air pollutants (HAP), and 89,422 tons of greenhouse gases (GHG or CO2e) per year.

The plan approval will include federally enforceable emission limits on the engines for NOx, CO, and VOC. Best available technology (BAT) for the proposed engines includes combusting natural gas, rich burn combustion for each engine controlled by and three-way catalysts (NSCR), good combustion practices including the use of automatic air/fuel ratio controllers, and proper maintenance and operation. BAT for the dehydrator/reboiler includes operation of the unit with a flare. The authorization is subject to applicable State regulations, Federal New Source Performance Standards (NSPS) including 40 CFR Part 60 Subpart JJJJ for spark ignition internal combustion engines, and Federal National Emission Standards for Hazardous Air Pollutants (NESHAPS) including 40 CFR Part 63 Subpart HH for oil and natural gas production facilities and Subpart ZZZZ for stationary reciprocating internal combustion engines.

Federal requirements for Mandatory Greenhouse Gas Reporting from 40 CFR Part 98 have also been included in this Plan Approval. Compliance with emission limitations will be demonstrated through stack testing. Plan Approval has been conditioned to ensure compliance with all applicable rules and regulations including but not limited to those identified above. Once compliance with the Plan Approval is demonstrated, the applicant will subsequently apply for a State Only Operating Permit in accordance with 25 Pa. Code Subchapter F.

Those who wish to provide the Department with additional written information that they believe should be considered prior to the issuance of the Plan Approval may submit the information to Devin P. Tomko, Pennsylvania Department of Environmental Protection, 400 Waterfront Drive, Pittsburgh, PA, 15222. Each written comment must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval (PA-63-00958A) and a concise statements regarding the relevancy of the information or objections to issuance of the Plan Approval.

BUFFALO TOWNSHIP, PA - In 2010, news came of a proposed compressor station in Buffalo Township, Washington County, Pa on Carlisle Road. The former Carlisle farm is now the Welling farm and a lease was signed for acreage to build this new MarkWest compressor station.

Unlike many compressor stations that start out with 2 compressors and grow to 5 compressors, this compressor station has plans for 14 compressors, making it one of the largest in the United States, actually rivaling compression horsepower by DISH Texas..

The intent is to build this compression complex in these 3 stages, eventually operating all 14 compressors at one time. The highest peak on one of the compression buildings would be 35-feet. Landscaping to screen the building calls for two rows of 6-foot evergreen trees and one row of 12 foot trees. Shown below is the permit for the first two 1380 horsepower Caterpillar natural gas compressors.

Another new compressor station

National Fuel Gas Supply Corporation has initiated plans for another compressor station in Buffalo Township, not more than two miles to the south of this Welling Compressor Station. The "Buffalo Compressor Station" is to be located at 165 Coffeys Crossing Road, Washington, Pa. The initial permit for two 2,370 horsepower natural gas compressors was issued 11/15/10. There have been indications that two more compressors will be added at a later date.
